The dispatch was sent to various ministries, agencies, and provincial/municipal People’s Committees, including Agriculture, Environment, National Defense, Public Security, and Finance. It also reached the directors of Vietnam Television (VTV), Voice of Vietnam Radio (VOV), and the Vietnam News Agency (VNA). According to the document, from the night of April 12 to the morning of April 13, two forest fires occurred in Ha Long city’s Dai Yen ward and Binh Lieu town, Binh Lieu district.
