“Hanoi’s Audacious Step Towards Becoming a ‘Global Learning City'”

THE HANOI TIMES — Hanoi established a steering committee on April 4 to lead the city’s journey towards becoming a member of the UNESCO Global Network of Learning Cities.

The committee is led by Vice Chairwoman of the Hanoi People’s Committee, Vu Thu Ha, with Tran The Cuong, Director of the Department of Education and Training, serving as deputy chairman. It comprises representatives from various city departments, organizations, and media outlets.

The UNESCO Global Network of Learning Cities is an international community of 356 cities that excel in promoting lifelong learning. Members of this network share a passion for knowledge, innovation, and best practices.

Aligned with the Ministry of Education and Training’s guidelines, the committee strives to meet the criteria for Hanoi to earn the title of a “Global Learning City.” They are committed to sustaining this momentum even after achieving UNESCO recognition.

The Department of Education and Training, as the committee’s driving force, orchestrates tasks and engages multiple sectors and authorities in strategic planning sessions.

Previously, the Hanoi People’s Committee launched an initiative to secure Hanoi’s place in the UNESCO Global Learning Cities Network. This plan aimed to raise awareness about the importance of lifelong learning in enhancing education, employment prospects, income, and the overall quality of life for Hanoi’s residents.

Additionally, the initiative sought to foster collaboration with other UNESCO cities, inspire community learning, and unlock creative potential through partnerships. It supports Hanoi’s vision for a learning society, as outlined in the city Party Committee’s Resolution No. 23-NQ/TU, for the decade ahead and beyond.

To attain the status of a UNESCO Learning City, a city must be nominated by the National Commissions for UNESCO and endorsed by a jury of experts. A strong commitment to lifelong learning from the city’s leadership, coupled with a track record of effective policies and practices, are essential requirements.

UNESCO Learning Cities are characterized by well-connected educational, training, and cultural institutions, along with robust collaborations with partners from diverse sectors. Since 2020, UNESCO has bestowed this title upon five Vietnamese cities: Sa Dec, Vinh, Cao Lanh, Son La, and Ho Chi Minh City.
